Procurement Strategy and Its Impact on Cost Certainty

Procurement strategy is sometimes treated as a formality — a route selected out of habit or convenience — when it is actually one of the earliest and most consequential risk-allocation decisions on a project. The route chosen determines who carries design risk, how early cost certainty can realistically be achieved, and how much flexibility remains once construction starts.

Matching the route to the project

Traditional procurement — design complete, then competitively tendered — offers the clearest cost certainty at award, but only if the design is genuinely complete when tendered. Design-and-build shifts design risk to the contractor and can compress programme, at the cost of client control over detail. Management contracting or construction management suits complex, fast-track, or phased projects where design and construction need to overlap, but requires a client with the capacity and appetite to manage that structure commercially.

Factors that should drive the decision

  • How mature the design actually is at the point tenders need to go out
  • Whether programme certainty or cost certainty is the client's higher priority
  • The client's internal capacity to manage multiple contractor interfaces, versus a single point of responsibility
  • Market conditions and contractor appetite for the risk profile of each route
  • How much design flexibility needs to be preserved once construction is underway

Where cost certainty is actually won or lost

No procurement route guarantees cost certainty on its own — each simply defines where the risk of getting it wrong sits, and what tools are available to manage that risk once the project is running. The projects that perform well are the ones where the procurement strategy was chosen deliberately, against the specific characteristics of that project, rather than defaulted to because it was the form used last time.
